Some media reports from the Middle East suggest that Russian military jets have already started carrying out air strikes in Syria.
The Kremlin has declined to confirm that.
Sky’s diplomatic editor Dominic Waghorn said: “He’s been flying drones over parts of Syria, not where Islamic State are based, but where there are rebel groups, some of whom are close to, and are backed by America. Ā HaTTiP

Washington and Moscow have taken steps to prevent their warplanes from colliding in Syria, but continue to clash over the role of the country’s president.
US Defense Secretary Ashton Carter has instructed his staff toĀ open a communication channel withĀ Moscow inĀ order toĀ coordinate anti-Islamic State efforts byĀ Russia and the US inĀ Syria, according toĀ media reports. The order was issued a day afterĀ Russian President Vladimir Putin met his US counterpart Barack Obama onĀ the sidelines ofĀ the 70th session ofĀ the UN General Assembly inĀ New York.
“Carter directed his staff toĀ open lines ofĀ communication withĀ Russia onĀ deconfliction,” Pentagon press secretary Peter Cook told reporters atĀ a press briefing.
He added that the US Defense Secretary is seeking to “avoid conflict inĀ the air” betweenĀ the two countries’ forces.
Cook also said that the main goal ofĀ the communication channel, which was agreed uponĀ on Monday byĀ Putin and Obama, is toĀ prevent US and Russian warplanes fromĀ colliding.
“The purpose ofĀ these deconfliction discussions will be toĀ ensure that ongoing coalition air operations are not interrupted byĀ any future Russian military activity, toĀ ensure the safety ofĀ coalition air crews and toĀ avoid misjudgment and miscalculation,” Cook said.
He did not exclude that the communications channel may be a potential mechanism forĀ Washington’s full-fledged cooperation withĀ the Russian military inĀ fighting Islamic State militants.
Russiaās activities inĀ Syria currently include supplying weapons toĀ the Syrian government, training personnel and providing humanitarian aid toĀ the Syrian people.
Speaking atĀ a General Assembly session, President Putin emphasized that the Russian military’s participation inĀ a ground operation inĀ Syria is outĀ of question.
White House spokesperson Josh Earnest has, meanwhile, said that Putin and Obama agreed toĀ discuss practical and tactical ways toĀ deconflict American and Russian military activity inĀ Syria. He said that duringĀ their meeting onĀ the sidelines ofĀ the UN General Assembly, the two men agreed that interaction betweenĀ the Russian and American military officials should continue overĀ the crisis inĀ Syria.
At the same time, Earnest added that the two “fundamentally disagreed” onĀ the role ofĀ President Bashar al-Assad inĀ Syria.
Moscow sees Assad asĀ the legitimate head ofĀ state, while the West does not recognize the Syrian President, who US Secretary ofĀ State John Kerry said must leave asĀ part ofĀ an “orderly transition.”
