Switzerland is the latest country which decided to postpone its final decision on the pact so wont sign it at the meeting.
So far, except for Switzerland, the countries whose governments have announced that they will not sign the Pact are Australia, Austria, Bulgaria, Estonia, the USA, Israel, Croatia, Hungary, Poland and the Czech republic.
