Toronto resident Ari Kleiman recently drove across the border from Ontario to New York State for medical reasons. The duration of his trip in New York State was less than four hours. Yet, when he returned to Canada, he was nailed with a huge fine — $5,000 plus a $1,200 victim surcharge.
